The Global Initiative to Combat Nuclear Terrorism (GICNT) is pleased to announce the Nuclear Detection and Nuclear Forensics Workshop and Table-top Exercise. The event will be hosted by the Joint Research Centre - Institute for Transuranium Elements (JRC-ITU). More than 70 participants from 27 countries and observers from 3 international organizations will attend the workshop "Radiant City".

 

The three-day event will feature a combination of presentations, panel discussions, workshops, table-top exercises and hands-on demonstrations, taking advantage of the unique opportunities offered by the EUSECTRA (European Nuclear Security Training Centre) facility. These will provide participants with key information and context related to nuclear detection & forensics activities. Hands-on demonstration's using nuclear material and radioactive sources will enable participants to practically apply lessons learned. A final plenary session will be held to discuss key event take-aways and next steps.

 

Key Event Themes

  • Understanding differences in the types of incidents involving material out of regulatory control, and ensuring that the deployment and use of detection capabilities inside a state’s borders is prioritized based on available intelligence and threat assessments
  • Identifying mechanisms to support interagency coordination and cooperation, with a focus on how detection and forensics expertise can be leveraged to effectively support investigation
  • Promoting common usage of terminology and understanding of different roles and responsibilities, as well as key points of intersection between law enforcement, detection, and forensics communities
  • Discussing detection challenges related to shielding and masking and strategies for addressing these challenges
  • Exploring models for international cooperation to identify and disrupt domestic and transnational illicit trafficking networks
  • Considering how nuclear forensic capabilities can be used to examine material history and to connect seized material to individuals for criminal prosecution
  • Reinforcing best practices for crime scene management and procedures for handling forensic evidence
