Project objectives: 

      The EU and the international community are striving to set under UNFCCC a global post-2012 agreement whose implementation should be ensured on a sound scientific knowledge base with the participation of emerging economies. PROMITHEAS–4 aims to develop, transfer and disseminate knowledge for the development and evaluation of Mitigation/Adaptation (M/A) policy portfolios in twelve countries with emerging economies (Albania, Armenia, Azerbaijan, Bulgaria, Estonia, Kazakhstan, Moldova, Romania, Russia, Serbia, Turkey and Ukraine). It also aims to identify and prioritize the relevant research needs and gaps.

      The achievement of these aims is ensured through: I) The evaluation of available data and information that includes the overview of international procedures and standards in collecting and reporting data and information. It also includes data collection and development of national

data bases for the beneficiaries. II) The choice and implementation of the appropriate model for the beneficiary countries. III) The development and implementation of Scenarios (BAU, Optimistic, Pessimistic) for the determination of effective M/A policy portfolios under a post KYOTO agreement for the beneficiary countries. IV) The evaluation of the developed M/A policy portfolios against a set of criteria incorporating social, economic and environmental requirements. V) The identification of existing research needs and gaps, in each country, with parallel presentation of existing EU and other international funding mechanisms. VI) The training that includes tele–training sessions, tele-teaching courses, “tailor made” workshops, seminars and conferences with the development of the associated supporting material and VII)

Dissemination through a multidimensional approach that includes a worldwide newsletter, special editions, reports and presentations to national stakeholders, ministerial meetings, their supporting bodies, and ad-hoc visits to international organizations like BSEC, UN.

     The knowledge transfer (training – dissemination) includes a continuous flow of information to decision makers and market stakeholders of both the public and private sectors.

ACTIVITIES:

     The foreseen activities of PROMITHEAS – 4 include one (1) workshop for model (LEAP) training (one week), one (1) workshop for scenarios development (one week), on line support for the development and assessment of twelve national M/A policy portfolios (sixteen months), high quality international teleteaching courses (four months) followed by one (1) case study seminar (one week) on M/A policy mixtures, twelve (12) national workshops –conferences in each beneficiary country and one (1) international conference. It also includes regular reporting to the United Nations and to the governmental and national competent authorities of the beneficiaries through the Permanent Secretariat (PERMIS) of the Black Sea Economic Cooperation Organization (BSEC) and their ministries. It also includes presentations to the BSEC Working Groups (Environment, Energy, Science and Technology etc.), Ministerial Meetings and other international events. In addition the dissemination activities include a worldwide circulated newsletter to one hundred seventy (170) countries and twenty three thousand (23.000) scientists

and decision makers, a main website with fifteen (15) linked websites, papers in scientific journals, Conferences and one (1) special edition with the Climate Change Policies of the twelve (12) beneficiary countries. Twelve (12) M/A policy reports will be finally prepared, translated into their national languages and will be escorted by the relevant national data bases. Additional efforts will be carried out for coordinated action with the United Nations, the Energy Charter Secretariat, the OSCE and other international organizations that are activated in the region.

 

EXPECTED RESULTS AND OUTCOMES:

     The expected results can be numerically summarized in twelve (12) packages, of deliverables, one for each beneficiary country. Each package contains one (1) national data base, three (3) scenarios (BAU, Opt, Pes), their simulation with the LEAP model, the assessment and optimization of the derived policy portfolios and one (1) inventory of the identified needs and gaps.

     The PROMITHEAS–4 ambitions are to facilitate the beneficiary countries to develop, assess and optimize their M/A policy portfolios based on the transferred knowledge in their academic institutions and further to that to support their efforts to participate, as a region, to international and EU initiatives related to the post Kyoto era in the context of the green economy.

    The implementation of a common methodology (based on the use of common developed data bases, common structure of scenarios, same use of model, similar concept of assumptions, same assessment method and set of criteria) for twelve countries, provides a unique opportunity for the decision makers not only to shape and optimize their national policies but also to establish a comparative framework concerning the neighbouring policy mixtures.

     This process is supported by an international group of experts from the academic institutions of the beneficiaries, which has been intensively trained for two years.

     Taking into account the robust efforts to motivate academics, governmental authorities, market stakeholders and international organizations during the whole period of its implementation and especially during the last year, PROMITHEAS-4 promotes the establishment of a regional Green

     Alliance among them, as a prerequisite for the promotion of the Green Economy concept, mainly among the countries of BSEC, in line with the EU relevant policies and financing instruments
