On 29th November Commissioner Navracsics announced the introduction of a Seal of Excellence for MSCA. It will be awarded to proposals under the European Fellowships that score at least 85% but for which there is insufficient funding through the MSCA budget. The Seal will provide excellent researchers with a recognition of quality and also enable them and the hosting institution with whom they applied to seek alternative sources of funding. At the same time, funding bodies at regional or national level will be able – on an entirely voluntary basis – to rely on the MSCA evaluation when considering funding. Czech Republic and Cyprus are using Structural Funds to this end while Romania and Italy have expressed an intention to use national and/or regional funding sources to support the MSCA Seal of Excellence. We hope that this might inspire other countries to consider new funding possibilities. The first Seals will be awarded for the IF Call 2016. Evaluation summary reports for this Call are due to be sent out by the end of January and it is our intention to send out the Seals four weeks later, around the end of February.
